We have been successful in securing funding from the Government's Community Renewal Fund.

Our partnership will create 125 part time and flexible jobs for people who are unemployed, helping them to develop skills in the green economy. This programme will help towards Greater Manchester's target of becoming net zero by 2038 (12 years ahead of the national target).

There will be jobs available with a range of businesses, all of them aspirational and all wanting to:

  • reduce the city's carbon emissions
  • improve the environment 
  • reduce barriers to employment

Supported green job programme (click to see more)
  • Creation of 125 supported green jobs in areas such as: sustainability, retrofit, construction, environmental management, recycling and reuse, renewable energy, and electric vehicles.
  • Recruitment of 125 employees, targeting priority groups via network of community and industry partners.
  • Delivery of 125, 3-6 month part-time flexible job placements (typically 15 hours per week) paid at Real Living Wage.
  • Support from Green Employment Coach providing mentoring, employment support, coaching, and referral into aligned training offers.
  • Carbon literacy introduction course for all participants.

The project will bring together an initial group of seven Manchester-based social enterprises, offering employment and skills development in relation to green jobs, creating a vehicle to support collaboration, innovation and growth. Specific activities will include:

  • Market research and testing of the Green Skills supported employment programme described above. This will achieve a shared understanding among partners of current market needs regarding green skills and employment support and inform development of B2B services and products.
  • Collective review and analysis of Manchester Green Skills Framework. Will establish shared understanding of how the partnership can support and deliver on priorities identified around local work and skills and Zero Carbon action plans.
  • Develop future governance options, and recommendations to establish a legacy vehicle to deliver green skills, employment opportunities and additional social value for priority groups: will establish an appropriate vehicle to remove barriers and enable Greater Manchester (GM) based social enterprises to have a significant role in delivery of larger contracts and funding opportunities.
  • Investment and Tender Readiness development, aligned to public funding opportunities, public sector contracts, and commercial supply chain requirements. Will better position the partnership for accessing a wider range of funding opportunities and investment, to enable rapid upscaling in response to them.
  • Develop and test integrated service offer to private sector partners seeking to increase jobs in green sector. Will enable business plan and service offer to be developed based on current market research and operating environment.
  • Develop a partnership business plan, building on feasibility and innovation plans by each of the partners, identifying priorities for growth, and opportunities to develop new green job opportunities. Will support the organisations to align business development resources for maximum impact and work towards a coordinated plan for growing the green skills sector.
  • Establish a social enterprise partnership or entity as key delivery partner in Manchester's Zero Carbon Group, with potential to extend across GM in partnership with other local initiatives and organisations. 

 

The primary partners who are working with us on this are:

Manchester City Council (MCC)

The Work and Skills team will work with us to ensure existing Adult Education funded training and support is aligned with the project. The Zero Carbon team have confirmed their support for the development of the GESP linking in with the existing Zero Carbon strategic group and supporting employer engagement.

Groundwork Greater Manchester

Have significant experience in supporting ILM programmes in relation to green skills and provide a range of high-quality services to create a greener, more resilient city region for local people. Groundwork will provide new job roles, employment support, training and will be key partners in the development of the GESP. 

Manchester Carbon Cooperative

A Greater Manchester-based social enterprise providing energy services and advocacy, supporting communities to reduce home carbon emissions. Manchester Carbon Cooperative will host jobs, provide retrofit training and contribute to GESP. 

Yes Manchester CIC

A community interest company supporting North Manchester residents into local employment, training and volunteering opportunities. They will provide employment support and mentoring to clients in the North of the City, alongside targeted recruitment.

B4Box

A construction training and employment provider, focused on addressing climate change and inequalities. B4Box will host new roles, provide training and support the GESP.

Blair Project

A social enterprise providing opportunities for young people to participate in the green tech revolution, through electric go karts. Blair project will create and support new job roles and will offer training around digital and STEM skills relevant to green jobs. They have extensive links with the automotive industry and will be active partners in the GESP.

Emerge 3Rs

Emerge are an established social enterprise, providing a range of recycling services with a strong environmental and person-centred ethos. Emerge will support new roles in relation to IT recycling and will be active partners in the development of the GESP.

Big Life Company

A Manchester-based charity providing and promoting initiatives to advance wellbeing, including volunteering, training, and employment opportunities. Big Life will support recruitment to the programme and offer 1-1 employment support for clients that require additional support.

Job Centre Plus

Job Centre Plus have confirmed their interest in supporting recruitment to job roles created through this project.

Carbon Literacy Trust

Carbon Literacy Trust are providing sector support and carbon literacy training accreditation.

 

Who will this project support?

 

The project will support a wide range of people to develop the skills and experience needed to access opportunities in the Green Economy. While eligibility criteria is quite wide, we actively encourage applications from under-represented groups, including the following:

Young people

Young people who are not in education, employment or training (NEET) or at risk of becoming 'NEET' and not claiming Universal Credit

Young people have been disproportionally disadvantaged by the pandemic. Whilst the national Kickstart scheme seeks to address this, there remains a significant group of young people who are excluded from these opportunities, as restricted criteria mean that only a small proportion of 16/17 year olds can claim Universal Credit. In February 2021 only 0.1% of UC claimants in Manchester were aged 16 or 17, compared to 0.2% in the NW. Just 5 of these 103 individuals were reported as in employment (DWP).

Over 50s

Over 50s

The GM Independent Inequalities Commission Report emphasises how an ageing workforce is one of the biggest demographic shifts facing the region. Yet concurrently, there are limited opportunities for the 50 plus cohort to learn new skills and adapt to labour market shifts towards the green and tech economy. This undermines ability to transfer to these growing sectors, where a high proportion of employment is being created. This project aims to target this gap, by partnering with organisations offering training and experience in these sectors. From March 2020 to February 2021, the number of over 50s claiming Universal Credit in Manchester increased by 86%. This age group accounts for 18% of UC claimants. 

Lone parents

Lone parents

25% of households claiming Universal Credit in Manchester are single families with a child dependent, similar to trends regionally and nationally. This number has increased by 115% from March 2019 to November 2020, higher than the North West average (DWP). One Manchester's own research has identified that employment and childcare flexibility are significant barriers to employment for this group, which has informed the design of this project.

 

BAME groups and people with disabilities

BAME groups and people with disabilities

 

BAME groups and those living with a disability will also be targeted, given sustained evidence that these groups face multiple overlapping barriers to the labour market.

This project is part-funded by the UK Government through the UK Community Renewal Fund for residents of the City of Manchester.
